CTB/McGraw Hill still a testing leader after 85 years - Monterey County Herald

After McGraw-Hill bought the California Testing Bureau in 1965, the idea of moving company brass to New York came up two or three times over the years.

"Thankfully, they saw the wisdom of keeping it intact here," said June Duran Stock, a retired vice president of the company.

Stock's connection to CTB is lifelong ? her parents, Ethel and Willis Clark, founded the company in Los Angeles in 1926 and moved it to Monterey in 1960. Stock was sometimes the first child her father tried out a test on.

The company, which has no intention of leaving Monterey, celebrated its 85th anniversary with a party at company headquarters in Ryan Ranch in June. There are 450 employees in Monterey and 650 companywide, said President Ellen Haley.

CTB/McGraw Hill is a major player in the ever-changing testing industry, Haley said.

The company's motto of "helping the student help the child" hasn't changed, but the ways of reaching that goal have.

Today, Haley said, more testing is done online and there's more open-ended performance testing, where questions can be answered in a variety of ways.

Online testing is more than a way of getting test results back to teachers and students instantly. It has allowed development of tests that can adapt to a student's skills as the student completes the test.

If a student demonstrates knowledge in one area, the test can skip over additional questions and go on to tougher material.

The scoring of tests isn't all

electronic.

"We still have human scorers," Haley said.

Tests done on paper can be scored within five days, she said. The company's offices in Indianapolis do a lot of the paper scoring.

"The teacher gets the scores online," Haley said, and can adapt her teaching accordingly.

Over time, test questions change.

"We follow the created standards," Haley said. "We want to test what's being taught."

About half of CTB's school business is mandated tests. The company does business in all 50 states and in 49 countries.

School testing has been controversial in recent years because of the No Child Left Behind Act, which came during the George W. Bush administration. The law's aim is getting every child in America to grade-level proficiency in reading and writing by 2014.

"That's not realistic," Haley said. But she does believe that "all (students) should be showing growth."

Earlier this year, CTB acquired Bookette, a Monterey software company. CTB has bought other companies, mainly for their strategic value.

"We're still hiring," said Haley. The staff includes 50 who have doctoral degrees.

Staffing in Monterey has gone up and down over the years. Before a restructuring in November 2005 that eliminated 77 jobs, there were 750 employees. A test scoring center closed in Salinas in 2006. Those operations were transferred to other company plants, and 40 local jobs were eliminated.

Today, CTB/McGraw Hill has about 400 employees based in Monterey, said Mary Skafidas, a company spokeswoman. That's up from 350 two years ago, Skafidas said, "and there's 10 jobs posted" now.

The workers aren't always in the office, Skafidas said, because they often travel to visit clients.

Being in Monterey helps attract employees from other areas, said Haley, who came from Michigan to join the company 25 years ago.

Stock's parents moved the company to Monterey for the same reason so many others came to the county ? they were frequent visitors who liked the area so much they decided to live here full-time.

And with so many colleges and graduate schools nearby, it's a good environment for a testing company.

"It's becoming an educational center," Stock said.

After being scammed, one consumer fought back with a website - USA Today

Tim Walker started the website movingscam.com after a moving company tried to charge him more than twice their estimate and kept his possessions hostage for six weeks in 2001.

Walker found a company online that advertised the low quote of $1,869.

"I just looked at the estimates in front of me and picked the one that cost the least," he says. "It was a big mistake."

Once everything was loaded, Walker says he was told that he had to pay $5,012.50, and half was due immediately.

Feeling he had no choice, Walker paid. Later, his things were held hostage until he paid more than double his estimate.

He'd fallen victim to a scam.

Immediately, he started MovingScam.com to share his story and to allow other victims to share theirs.

1. Don�t book a moving company solely online. Meet your movers before moving day.

2. Look at a variety of companies and make comparisons among at least three written in home estimates.

3. Get references from other customers.

4. Check for a ProMover logo, which indicates that the company has passed an annual check for felony convictions, improper advertising and good Better Business Bureau ratings.

5. Check Protectyourmove.gov to see a company's complaint history, its safety record and how it compares to companies nationally.

"Every time I went to the message board, I saw stories as bad or worse than mine," he says.

These scams are a growing problem, says Thomas Calcagni, director of the New Jersey Division of Consumer Affairs, which recently launched a sting to crack down on the scams.

"There are thousands of people offering moving services to anyone that will hire them," Calcagni says, "but many of them are dishonest."

Posts on Walker's website include claims of fake companies, excessive packaging fees, broken or stolen items and altered contracts.

As of last week, the website has had 134,666 posts and "millions of visitors," Walker says.

"We try very hard to remove bogus stories, and over the years we've become pretty adept at spotting them," Walker says. "I also try to work with moving companies who feel that a complaint is unfair."

Walker's case was one of many complaints against four companies: Majesty Moving and Storage, America's Best Movers, My Best Movers and Apollo Van Lines. All were owned by Yair Malol, according to the U.S. Justice Department.

Arrested in 2003, Malol was found guilty of wire fraud, extortion and conspiracy and sentenced to 12� years in federal prison, court records show. The four companies no longer operate as shippers of household goods, according to the U.S Department of Transportation's Office of Inspector General. More than 1,000 people were victims of approximately $1.8 million in fraud over a two-year period.

Michael Garcia, transportation attorney and author of Moving Company Legal Guide, says that good movers making mistakes often are lumped in with scam artists.

"The large majority of movers out there are honest, professional companies," Garcia says.

Ross Sapir, general manager of New York-based Infinity Moving and Storage, says posted complaints often are not valid.

"Anyone can post on that website, they can write whatever they want," Sapir says. "You cannot defend yourself."

Biotech company Acorda Therapeutics moving to Ardsley, to add 190 jobs - LoHud.com

After touting Westchester County's "intellectual capital" as attractive to businesses, state and local leaders welcomed a biotech company Monday to its new state-of-the art home in Ardsley ? and the hundreds of jobs that come along with it.

Acorda Therapeutics, a company that develops and markets therapies for neurological disorders, such as multiple sclerosis and spinal cord injuries, announced that it's leasing space at Ardsley Park campus on Saw Mill River Road.

"It's not just hope and a dream ? and it's becoming a reality real fast," County Executive Rob Astorino said of efforts to recruit and retain companies, particularly those in biotech.

"They need resources, capital and people and we've got all of it," he said.

The deal was made with the help of $1.1 million in sales tax abatements from the county Industrial Development Agency, as well as $5.2 million in job-creating incentives from the New York's Empire State Development Corp.

Astorino said attracting and keeping companies is "critical to the economic health" of Westchester, especially when they can go elsewhere.

Having two large biotech firms here shows that the county's workforce is "highly skilled and motivated," he said.

Acorda, which has been based in Hawthorne since 1998 and employs 159 people, had to move because it was growing: It is expected to add another 190 jobs over the next five years, according to the company.

The average salary is these jobs is $120,000, said Astorino.

Acorda's president and chief executive officer, Ron Cohen, said Ardsley Park will provide state-of-the-art laboratory and office space to accommodate the growth.

As part of the deal, BioMed Realty Trust Inc. of San Diego is paying $18 million for the Ardsley Park campus and then leasing 138,000 square feet to Acorda for 15 years.

BioMed, a real estate investment trust, is acquiring another 500,000 square feet for future development and expects to invest roughly $36 million in the site.

Gov. Andrew Cuomo said the companies decision "to expand its footprint in Westchester County sends another signal that New York is open for business."

"This investment will strengthen New York's vibrant biotech industry and create new jobs in the Lower Hudson Valley," he said in a statement.

"This is a sign of good things to come for our state as we work to revitalize New York's economy," Cuomo said.

Lowering the stress when moving - East Valley Tribune

Are you moving this summer? If so, you're in good company.

The end of June through the beginning of September is considered the high season for moving. That's likely driven by recent graduates striking out on their own and families with children looking to minimize school-related disruptions.

If you are moving, are you stressed about it? If so, you're in good company there, too. According to researchers, moving is one of the five most stressful things you will ever do. Whether you move across town or across the country, you have to figure out how to organize your possessions, pack them and then unpack them on the other side -- and that is just plain hard. Especially when you have a million other "regular" activities to tend to. It's not as though everything else comes to a standstill just because you are moving. No, you have to fit it into an already-bursting-at-the-seams schedule.

So how do you cope without going totally gray? Here are five tips to manage (and master) any move:

1. Bind It Up. Get a binder and use it as your command central. It can be one you make yourself, or a preprinted, tabbed binder with helpful checklists. Not only will a binder or accordion file neatly contain any and all papers, it will give you the sense that you have the important things together, at your fingertips.

2. Comparison Shop. Moving is expensive. Once you get past initial bids, which are often artificially low, hidden costs for boxes, tape, other packing materials and, of course, labor quickly add up. Before you spend a dime, get at least three quotes, and ideally five, from companies and really compare the fine print. If you're just renting a van, compare the per-mile charges; often what appears to be a flat rate is not. If you're hiring professionals, carefully consider how many hours it will take to move the things in your house. It is not unheard of for companies to try to win a bid by providing a low estimate based on an unrealistic number of hours.

3. Get Insurance. Yes, you need it. Loss of property is the No. 1 headache reported by the moving industry. A moving company only provides the most basic insurance based on weight, so purchase additional coverage. Most homeowners' or renters' insurance does not cover goods in the possession of movers, so you can't count on that, either. Don't risk being one of the unlucky ones whose moving truck splits open on the interstate, spilling Grandma's dining-room table, or whose things get "lost" in transit. Moving insurance is worth every penny, because moving does come with its many mishaps.

4. When in Doubt, Definitely Throw it Out. Do you really want to lug that ugly coffee table to your new place if you know you're never going to use it and it will just sit in the garage or basement? Remember that it costs you to move every little thing, so go through your stuff and make some serious decisions. Goodwill, Salvation Army, veterans groups and other charities are waiting for people like you to donate items. So do some good for yourself and others and pick and choose what really gets to come along for the ride.

5. 15-20 Minutes a Day Keeps Chaos At Bay. Even if you choose to have professionals pack, start going through your stuff in 15-20-minute increments as soon as you can. Doing a little bit every night before you head to bed for four weeks or so will set you up for a less stressful move. Start with a few things that you know you won't be using soon. For example, you can box up the Christmas decorations or the kids' Halloween costumes without worrying that you'll need them right away. Such items can be sorted and packed well in advance.

WASHINGTON, June 28 (Reuters) - Almost a dozen oil companies and trading firms took part in a call with government officials on Tuesday to discuss details on the U.S. sale of millions of barrels of oil from strategic stocks as part of a global effort to drive down oil prices.

The Energy Department hosted the pre-bid call for the planned sale of 30 million barrels of oil on Wednesday to answer questions about a U.S. shipping law which normally prevents foreign vessels from moving crude between U.S. ports.

On the call were representatives from BP Plc (BP.L), Norway's Statoil (STL.OL), Valero Energy Corp (VLO.N), Faroe Petroleum (FPM.L), Morgan Stanley (MS.N), JP Morgan_(JPM.N), Hetco, which is partially owned by Hess Corp (HES.N), and Koch Industries' oil trading arm.

The representatives from Valero and Hetco asked about the availability of U.S. tankers that could move 500,000 barrels of oil.

None of the companies on the call specified whether they would bid on any of the reserve's oil. Electronic bids were due at the Energy Department on Wednesday by 1 p.m. central time (1700 GMT).

The Energy Department officials declined to say whether they would hold another sale if the bids fell short of expectations.

The department said winning companies could request a waiver from the U.S. shipping law, known as the Jones Act, if needed.

The law, created to support jobs in the U.S. maritime industry, requires that goods, such as oil, moved between U.S. ports be carried by ships built in the United States, owned by Americans and operated by U.S. crews.

The government would notify companies if there was a U.S.-based ship available to move their crude. If an American vessel was not available, Jones Act waivers would be granted, officials said.

The department also said companies cannot bid on the crude if they do business with Iran, which could affect some foreign oil companies.

The crude from the SPR will be delivered to the winning bidders in August.

The Obama administration announced its plan last week in conjunction with other industrialized nations.

Biotech company Acorda Therapeutics moving to Ardsley, to add 190 jobs - LoHud.com

After touting Westchester County's "intellectual capital" as attractive to businesses, state and local leaders welcomed a biotech company Monday to its new state-of-the art home in Ardsley ? and the hundreds of jobs that come along with it.

Acorda Therapeutics, a company that develops and markets therapies for neurological disorders, such as multiple sclerosis and spinal cord injuries, announced that it's leasing space at Ardsley Park campus on Saw Mill River Road.

"It's not just hope and a dream ? and it's becoming a reality real fast," County Executive Rob Astorino said of efforts to recruit and retain companies, particularly those in biotech.

"They need resources, capital and people and we've got all of it," he said.

The deal was made with the help of $1.1 million in sales tax abatements from the county Industrial Development Agency, as well as $5.2 million in job-creating incentives from the New York's Empire State Development Corp.

Astorino said attracting and keeping companies is "critical to the economic health" of Westchester, especially when they can go elsewhere.

Having two large biotech firms here shows that the county's workforce is "highly skilled and motivated," he said.

Acorda, which has been based in Hawthorne since 1998 and employs 159 people, had to move because it was growing: It is expected to add another 190 jobs over the next five years, according to the company.

The average salary is these jobs is $120,000, said Astorino.

Acorda's president and chief executive officer, Ron Cohen, said Ardsley Park will provide state-of-the-art laboratory and office space to accommodate the growth.

As part of the deal, BioMed Realty Trust Inc. of San Diego is paying $18 million for the Ardsley Park campus and then leasing 138,000 square feet to Acorda for 15 years.

BioMed, a real estate investment trust, is acquiring another 500,000 square feet for future development and expects to invest roughly $36 million in the site.

Gov. Andrew Cuomo said the companies decision "to expand its footprint in Westchester County sends another signal that New York is open for business."

"This investment will strengthen New York's vibrant biotech industry and create new jobs in the Lower Hudson Valley," he said in a statement.

"This is a sign of good things to come for our state as we work to revitalize New York's economy," Cuomo said.

    The grant for the Good Gardens Initiative will provide staffing support and supplies to develop a community-based environmental education program centered on gardening.     Tides Family Services aims to be the premier provider of a continuum of wrap-around, non-residential services to high-risk youth in Rhode Island. Tides Family Services recently opened a store front in Middletown to provide "virtual learning" (computer-based) curricula in language arts, math and science--with intensive, one-on-one tutorial support--to ensure that very high-risk youth re-enter the educational process and set clear goals toward high school graduation or GED completion. After Mark Little parks his truck along bustling Big Bend Road, he slams a metal ladder against the side.

His teenage daughter sits on the bumper under an umbrella, cell phone in one hand and business cards in the other. Her dad climbs to the top, where the tin roof is scalding.

He strips off his shirt, smears Coppertone SPF 100 on his bald head and Hawaiian Tropic tanning oil on his shaved chest. He ties on a red Superman cape.

He takes off his pants.

The petite red Speedo resting low on the hips is the piece de resistance. This is when the horns start bleating, when sleepy commuters startle to attention, when the stark marketing beings to work.

A woman leans out of a pickup.

"WOOOOOOOOO!"

? ? ?

He's the ultimate Florida billboard. Only here, with jammed roads, scant mass transit and blazing sun, can your skivvies save your business.

No, really. It's actually working for Little, 40, who owns Mighty Movers packing and moving company. In the 20 times he has stripped down and stood roadside, he has secured 25 new clients. One, he says, paid $1,600 for a big job. It was his best day in more than seven years.

So if you ask Little whether he likes doing this, standing there in half a birthday suit, he will reply stone-faced that he likes making $200 an hour.

He allegedly likes to have a good time.

"I like to think I'm funny," he says, without a smile.

But he doesn't laugh much while he's up there. When a car horn blares, he lifts his arm chop-chop, eyes stowed behind mirrored Oakleys. When people pull over to take a picture, he hoists a gold strongman barbell carved out of foam, and his daughter hands them a card.

He approaches it with the pragmatism of a businessman. Why wouldn't you stand in a Speedo on your truck?

"You got the Little Caesars guy standing there in the bushes, and you got AT&T holding their signs, and you got the Statue of Liberty for taxes," he says. "In this economy, you have to do things that are a little out there."

Barbara Little was funny for real.

She worked as her son's receptionist for six years, dealing with clients, drumming up business on MySpace.

Little called her occasionally using a fake accent to see how she would handle it. To pay him back once, she said some nudists named Cinnamon and Candy had hired him to move them into a new apartment. She let him imagine the job of his dreams for days.

"We were very close," he says. "I was the baby of the family. My mom always bragged on me."

When she died of cancer last February, his work and life unraveled.

The economy was already hurting his business, and he struggled to pay for a funeral, he says. Barbara left his daughter a pickup truck to drive when she turned 16. The family had to sell it. Little was depressed and lethargic for months.

He finally found the energy to go to the gym again, something he'd done for 10 years. He started working out two hours each day, lifting heavy weights. One day in the locker room, he caught a glimpse of himself in the mirror.

He was spending $1,000 a month to advertise in circulars.

He flexed.

He wore a Superman shirt and basketball shorts the first time.

No one cared.

He took off his shirt.

No one cared.

He yanked the legs of his basketball shorts into his underwear.

"WOOOOOOOOO!"

He informed the family of his brilliant plan. Destiney Little, 15, thought her dad had lost it.

"I was just like, Dad, no."

Little knew the Speedo was essential. He could find only navy blue and black at the store, so he ordered red online. He had a small mock truck made, easier to stand on the corner of Highway 301 across from the Walmart. He took the big truck out to Big Bend Road across from the Applebee's.

Women stopped to give him phone numbers. Two undercover cops stopped for a photo, he says, with a criminal in the backseat. Someone stopped him in the grocery store and told him to keep it up. And when Destiney's friends at school said it was cool, she did, too.

"WOOOOOOOOO!"

Little's arm shoots up.

Destiney gets a text.

Just saw your dad.

Little is not the type to ponder personal degradation and the sociological impacts of baring your body for attention. He shrugs, business cell phone clip tugging on his Speedo.

He's working on buying a second truck. He wants to open a storage facility. He wants to break a record for camping on his truck, because surely there's a record somewhere. He thinks about starting a waterslide business next to the truck.

People would pay good money to slide with Superman.

Are you moving this summer? If so, you're in good company.

The end of June through the beginning of September is considered the high season for moving. That's likely driven by recent graduates striking out on their own and families with children looking to minimize school-related disruptions.

If you are moving, are you stressed about it? If so, you're in good company there, too. According to researchers, moving is one of the five most stressful things you will ever do. Whether you move across town or across the country, you have to figure out how to organize your possessions, pack them and then unpack them on the other side ? and that is just plain hard. Especially when you have a million other "regular"activities to tend to. It's not as though everything else comes to a standstill just because you are moving. No, you have to fit it into an already-bursting-at-the-seams schedule.

So how do you cope without going totally gray? Here are five tips to manage (and master) any move:

1. Bind It Up. Get a binder and use it as your command central. It can be one you make yourself, or a preprinted, tabbed binder with helpful checklists. Not only will a binder or accordion file neatly contain any and all papers, it will give you the sense that you have the important things together, at your fingertips.

2. Comparison Shop. Moving is expensive. Once you get past initial bids, which are often artificially low, hidden costs for boxes, tape, other packing materials and, of course, labor quickly add up. Before you spend a dime, get at least three quotes, and ideally five, from companies and really compare the fine print. If you're just renting a van, compare the per-mile charges; often what appears to be a flat rate is not. If you're hiring professionals, carefully consider how many hours it will take to move the things in your house. It is not unheard of for companies to try to win a bid by providing a low estimate based on an unrealistic number of hours.

3. Get Insurance. Yes, you need it. Loss of property is the No. 1 headache reported by the moving industry. A moving company only provides the most basic insurance based on weight, so purchase additional coverage. Most homeowners' or renters' insurance does not cover goods in the possession of movers, so you can't count on that, either. Don't risk being one of the unlucky ones whose moving truck splits open on the interstate, spilling Grandma's dining-room table, or whose things get "lost"in transit. Moving insurance is worth every penny, because moving does come with its many mishaps.

4. When in Doubt, Definitely Throw it Out. Do you really want to lug that ugly coffee table to your new place if you know you're never going to use it and it will just sit in the garage or basement? Remember that it costs you to move every little thing, so go through your stuff and make some serious decisions. Goodwill, Salvation Army, veterans groups and other charities are waiting for people like you to donate items. So do some good for yourself and others and pick and choose what really gets to come along for the ride.

5. 15-20 Minutes a Day Keeps Chaos At Bay. Even if you choose to have professionals pack, start going through your stuff in 15-20-minute increments as soon as you can. Doing a little bit every night before you head to bed for four weeks or so will set you up for a less stressful move. Start with a few things that you know you won't be using soon. For example, you can box up the Christmas decorations or the kids' Halloween costumes without worrying that you'll need them right away. Such items can be sorted and packed well in advance.

Singur saga: Tatas move Supreme Court - NDTV

Kolkata:� Tata Motors Limited approached the Supreme Court today challenging the Calcutta High Court order refusing its plea to restrain the West Bengal government from returning land to farmers in Singur.

The petition was mentioned before a vacation bench comprising justices P Sathasivam and AK Patnaik. The matter has been posted for hearing tomorrow. The bench accepted the plea of Tatas' counsel to file the petition later in the day. The counsel submitted that the company is seeking a direction for the state government not to create third party interest in the land.

On Monday, the Calcutta High Court had refused to pass an interim stay order observing that the Tata Motors Limited's petition had no specific statement as to when the process of land distribution would start.

The High Court had noted the petitioner had submitted that if the prayer was not allowed and land distributed, the original petition challenging the Singur Land Rehabilitation and Development Act, 2011 would become infructuous.

Tata Motors had moved an ex-parte petition seeking stay on distribution of land expressing apprehension that it would be given back to "unwilling" farmers within a day or two.

Tata Motors want the Supreme Court to stay the Singur Act and stay the distribution of land to the farmers. It has accused the Mamata Banerjee government of violating the constitution and encroaching judicial power by bringing a law for distributing the Singur land acquired by Tatas.

Their petition says, "The law that enables the West Bengal government to return the land to farmers is illegal because as per settled law, acquired land can't go back to the original owner."

"West Bengal government forcibly evicted Tata Motors from Singur and the company had invested 1800 crore rupees and it is a blatant violation of natural justice," it adds.

The petition also says that "no compensation has been paid by the state government" and that Mamata government can't ignore the commitment made to Tata Motors by the Left government.

In the Singur Bill that was passed, Ms Banerjee had accused the Tatas of "non-commissioning and abandoning" their project. But the company disagrees strongly with this. In a statement earlier this month, Tata Motors said, "The operations of setting up and commissioning of the plant was conducted under very difficult conditions, amidst violence... there being no guarantee of a safe and peaceful environment, Tata had to reluctantly close operations on October 3, 2008."

Rumor: Apple Moving from Samsung to TSMC for A6 Chips - PC Magazine

Apple could be dumping Samsung in favor of the Taiwan Semiconductor Manufacturing Company (TSMC) for the production of its next-generation A6 processors for iPhones, iPads, and other mobile devices, according to a Merrill Lynch analyst.

The rumored move away from Samsung, with which Apple is engaged in texta highly charged intellectual property battle over alleged design similarities between Apple's products and Samsung's Galaxy S smartphones and tablets, would happened in 2012, according Merrill Lynch semiconductor analyst Dan Heyler, the Chinese-language Commercial Times reported late last week.

Samsung currently manufactures Apple's A5 processors on a foundry basis. A rumored move by Apple from Samsung to TSMC for 40-nanomenter, ARM-based chips didn't pan out.

Instead, Apple stuck with its old foundry partner for the A5, which Samsung manufactures using its 45-nm process.

But now Apple plans to make the move to TSMC in earnest for another foundry-based contract to make 28-nm A6 chips, reports Ars Technica, citing Heyler and "numerous sources inside the semiconductor industry."

The site also reported that there was a "remote possibility" that Apple could tap Intel for manufacture of its A6 processors on Intel's upcoming 22-nm, TriGate process technology, if the leading maker of x86-based chips can accommodate the A6's ARM-based architecture.

If TSMC does pick up Apple's business, it won't represent much of a bump to the Taiwanese foundry's existing sales of tablet-optimized chips, according to Heyler. If TSMC gets all of Apple's orders for tablet processors in 2012, it would only account for about 2 percent of the foundry's overall annual sales, the analyst told the Commercial Times.

TSMC's non-tablet chip production is projected to represent about 3 percent of the company's revenue in 2011 and 4 percent in 2012, the paper quoted Heyler as saying.

Apple did not respond to PCMag request for comment.

Tata Motors had moved an ex-parte petition seeking stay on distribution of land expressing apprehension that it would be given back to "unwilling" farmers within a day or two.

Tata Motors want the Supreme Court to stay the Singur Act and stay the distribution of land to the farmers. It has accused the Mamata Banerjee government of violating the constitution and encroaching judicial power by bringing a law for distributing the Singur land acquired by Tatas.

Their petition says, "The law that enables the West Bengal government to return the land to farmers is illegal because as per settled law, acquired land can't go back to the original owner."

"West Bengal government forcibly evicted Tata Motors from Singur and the company had invested 1800 crore rupees and it is a blatant violation of natural justice," it adds.

The petition also says that "no compensation has been paid by the state government" and that Mamata government can't ignore the commitment made to Tata Motors by the Left government.

In the Singur Bill that was passed, Ms Banerjee had accused the Tatas of "non-commissioning and abandoning" their project. But the company disagrees strongly with this. In a statement earlier this month, Tata Motors said, "The operations of setting up and commissioning of the plant was conducted under very difficult conditions, amidst violence... there being no guarantee of a safe and peaceful environment, Tata had to reluctantly close operations on October 3, 2008."
